David Willis, 57, has been charged with two open counts of murder.

Carteret County Sheriff Asa Buck and District Attorney Scott Thomas announced Willis’ arrest this morning.

Phillip Fulcher, 59, and his younger brother William, 57, were both found dead at the home they shared on Clem Fulcher Court just outside of Atlantic in August of 2022.

An autopsy at ECU Health Medical Center in Greenville ruled their deaths as homicides, but a cause of death was not released.

Willis was arrested a year ago today on child porn charges. Sheriff Buck says during a search of the man’s home they discovered child porn and investigators continued to search the vast amount of digital evidence found. He said Willis and the Fulcher brothers were friends.

“Detectives and our partners continued to search through the vast amount of digital evidence collected by our office and along with all other evidence collected have surely, and methodically built a case against David Ray Willis,” said the sheriff.

Willis went before a District Court judge this morning who ordered him held without bond.
